Timor-Leste: Governance and Climate Change
Historical legacies, governance, community knowledge and climate adaptation.
Timor-Leste offers a setting for studying how colonialism, occupation, resistance and independence shape political authority and development. Its experience raises wider questions for International Relations about self-determination, institutional legitimacy and social and ecological pressures.
My research connects formal state institutions with lived political relations: national policy, local governance, customary institutions, civil society and community knowledge. It asks how decisions are made across levels, whose priorities influence them and whether people affected by policy can shape its design.
Climate adaptation brings questions of water, land use, catchments and public accountability. Who defines risk, funds projects and benefits? Technical measures matter, but outcomes also depend on implementation capacity and local participation.
